1. Increasing the independence of the judiciary to ensure fair and equal treatment for all citizens by a) increasing judicial resources b) improving quality of judges, c) reducing corruption, and d) enhancing efficiency of the court system.

2. Improving performance and role of bureaucracy by a) Rationalizing government structures by reducing duplication and overlap between departments and agencies, consolidating agencies with overlapping functions and eliminating redundant positions b) Improving coordination and communication between government agencies c) Simplifying regulations and procedures, streamlining permit and licensing procedures and eliminating unnecessary paperwork d) empowering front-line staff to take action without excessive oversight and e) reducing corruption by increasing transparency, accountability and empowering independent oversight bodies.

3. Implementation of police reforms to ensure that law enforcement agencies are accountable and effective by a) Depoliticizing the appointment process by establishing an independent commission to oversee the recruitment, training, and promotion of police officials as well as decentralizing the police force through local policing, empowering local bodies such as municipal corporations, district councils, and local councils to recruit, train, and manage their own police force, b) Increasing professionalization of the police force by providing better training, improving recruitment standards and increasing pay, c) Improving accountability by setting up independent police complaints authorities to investigate complaints against police officers, and d) Introducing technology to improve police efficiency and effectiveness by investing in modern communication equipment, surveillance systems, and crime analysis tools.

4. Ensuring the independence of the State Bank with a clear mandate to maintain price stability and promote sustainable economic growth so that monetary policy decisions are not influenced by short-term political considerations.

5. Introducing a Fiscal Responsibility Council to monitor and assess the government’s fiscal policies and ensure that they are consistent with long-term economic objectives.

6. Staffing and training, funding and strengthening independent Regulatory Bodies to help ensure that economic policies and laws are implemented effectively and transparently and to monitor and enforce regulations, investigate and punish violations, and protect citizens, consumers, investors and workers rights.
