1. Strengthening the National Planning Commission to implement long-term economic reform and planning by insulating it from political interference and mandating regular reporting of its plans to the public. Ensuring it is a bi-partisan commission supported by an economic advisory council made up of not just members of major political parties but other stakeholders, including intersectional panels comprising the most renowned economists, academics and civil society representatives, which will oversee the implementation of economic policies of the National Planning Commission to ensure they are guided by a clear vision and objectives that transcend political cycles and are guided by long-term economic objectives. It will also review and evaluate economic policies proposed by the government, and provide recommendations based on objective analysis and expert opinions.

2. Strengthening the role of parliament in the legislative process, including improving the quality of parliamentary debates and increasing public oversight of parliamentary proceedings.

3. Ensuring the independence and impartiality of the Election Commission to conduct free, regular and fair elections as per the requirements of the Constitution and to effective stop election fraud or political victimization.

4. Introduction of electoral reforms to reduce the power of patronage systems perpetuating the power of political elites by a) Increasing transparency by strict disclosure rules on funding, b) monitoring limits on campaign spending, c) introducing a system of public funding for political parties, and d) improving the accuracy of voter registration.

5. Ensuring the people’s right to choose representatives of their choice and introduce systems and mechanisms whereby every citizen, including an expatriate Pakistani, is allowed to vote easily in a fair and transparent election.

6. Strengthening the role of civil society in governance by improving access to information and encouraging citizen participation in decision-making processes.

7. Increasing transparency and accountability in public procurement processes, including the use of e-procurement systems to prevent collusion and corruption.

8. Promoting accountability in the public sector by ensuring the timely completion of audits and the publication of audit reports on websites available for public scrutiny, and increasing the use of performance-based budgeting to improve resource allocation.

9. Improving coordination and cooperation between federal and provincial governments to ensure effective implementation of policies and programs, particularly in areas such as education, healthcare, crime and social welfare.

10. Establishing credible independent anti-corruption agencies with broad investigative powers to prevent, detect, and punish corruption. Strengthening the independence and capacity of key oversight institutions, such as the National Accountability Bureau, the Auditor General’s Office, and the Federal Ombudsman, to ensure effective oversight of government activities.

11. Devolving power and resources to local governments to improve service delivery and ensure that decision-making processes are more responsive to local needs by a) Enhancement of the capacity and autonomy of local governments to plan and implement development programs and projects, b) Improvement in inter-governmental coordination and cooperation to ensure that local governments have access to the resources and support they need to effectively deliver services to citizens and c) Promotion of public participation and accountability in local governance processes by strengthening mechanisms for citizen engagement and oversight.

12. Ensuring that public officials are held accountable for their actions and that appropriate disciplinary action is taken against those who engage in misconduct or abuse of power.

13. Commitment to extend no more pardons, NROs or amnesties for black money or corruption convictions which have make corruption legal and profitable and led to a rupture of confidence between elected representatives and the people.

14. Implementing land ownership reforms to break up large landholdings and redistribute land more equitably, imposing limits on the amount of land that can be owned by an individual, and providing land titles to small farmers.

15. Empowering marginalized and oppressed groups such as farmers, laborers, and women by providing education and training opportunities, ensuring access to credit and other financial resources, and promoting their participation in political processes.

Judicial Reforms: We urge the government, the judiciary and the lawyer community to collectively review all laws governing the dispensation of justice. The judicial system is overhauled to ensure that justice is not only brought within the means of the common man but is also dispensed speedily.
